What’s a “park-like facility”?

Toronto’s plans sometimes call for a “park or park-like facility.” The latter appears to be an undefined term that excuses developers from actually providing green space. Something paved, with a fountain in it, reflecting the sun’s heat in every direction: that seems to be more their style.

There’s an example of a “park-like facility” on Lakeshore Road. It’s pretty enough, but dry gravel and cement are its main elements.
